In a different thread there was a discussion of drone communications intended to be resistant to tracking/jamming/natural interference as well as the mode of communications whether infrared, microwave, or just radio (RF). I posted a comment that there exist over-the-counter drones with multiple RF units operating simultaneously and that it might take engineering-level modification to operate on non-RF wavelengths and possibly single sideband (for best readability under difficult conditions) but I don't think engineers per se are required as long as Ukraine has radio amateurs. Those are your quintessential comm mod experts by definition.

The most recent article I found on Ukrainian radio amateurs is that they have been maintainting "radio silence" and I expect that's regarding the usual QSL swapping rag chews--but they're exactly what fits the technical bill in terms of wartime comms and mods. I found an article dated back to 2020, so I know Ukraine has top notch ham operators/technicians out there somewhere.
The "radio silence" maintained by Ukraine's hams are by state emergency order but in the event you do log a Ukrainian ham anyway, it's likely one in the Donbas region under Russian control. Quoting the ARRL on the matter:

"The DARC HF Committee issued this statement on February 27: “Any radio amateur currently transmitting from Ukraine is risking his or her life. If you hear a Ukrainian station, do not broadcast its call sign, location, or frequency — whether on the band, in a cluster or on social media. You may be putting lives at risk.”

Some stations with Ukrainian call signs may still be active, since an exception was made for stations in the Donbas region of eastern Ukraine (eastern Donetsk and Luhansk oblasts), which have special legal status owing to Russia’s occupation since 2014. Stations from Ukraine with the letter “I” after the number in the prefix are located in this region and can, at least in theory, be active."

We don't communicate with stations from Donbass. They gave themselves callsigns with D0 and D1 prefixes which are not conform with ITU, so they are pirates.
