That could well be a factor, yes. Try focussing on the curved borders between the horizontal and vertical bars at the corners of the squares.

If you look at just the vertical lines, you should be able to see the circles - exclude all the horizontal lines. You could try using a slit filter!

This isn't really an optical illusion, though - the vertical lines are really arranged in the shape of circles. I find it interesting that you can't mentally "tune out" the horizontal lines!

I did work in television for 30 years - that's nothing but horizontal lines, if you understand how television/persistence of vision works.

Okay...I put a bit of work into taking a screenshot and in the following image I smudged the bottom edges of some of the circles. In a given row, 3 circles got smudged to reveal the bottom edge but left the 4th circles untouched:
