For added fun, consider that they are charging him with terrorism. Per the New York statue, terrorism is one of these:
(i) intimidate or coerce a civilian population; (ii) influence the policy of a unit of government by intimidation or coercion; or (iii) affect the conduct of a unit of government by murder, assassination or kidnapping
He did none of those things. A private company is not the government, and he specifically targeted one person, not the civilian population. By charging terrorism, New York says that an insurance company is part of the government, a clear sign of corruption.
