-if your settings prefer English, the Mastodon interface will still be in English
-if you need to get in touch with the admins, it’s perfectly okay to do that in English as well.

When I visit the two servers you suggested via the links in Fedipact, I can't read the About info or the Rules because they are in German. I hesitate to sign up for something that I can't understand.

I hope you can understand why that would be of concern to me.

I would hope that all Mastodon admins see people as people. I don't understand why that would be an unreasonable ask. I also don't buy that people using a server have to "be managed." The software has to be managed and any complaints or violations have to be managed, but I wouldn't want to be on a server where I felt the admin was managing me. I have been on my server for over 2 years and only contacted the admin for two reasons. The first time I asked whether the server would be defederating from Threads. The admin had made no statement about it, so I felt I had to ask directly. I was not happy about the answer but was pleased to receive a response. The second contact was to report that the Explore tab was frozen in time for a week. I never received a response, but the problem eventually was resolved.

I'm not sure why you believe that obeying social media statutes and having a good reputation are mutually exclusive. Maybe I am not clear. I don't want to be on a small server in the same way that I preferred to attend a large public university over a small, private one. I like the type of variety and diversity that has a better chance of occurring with scale. And yes, I want an admin that the people on their server like and respect.

Given the current political environment in the US, I don't believe it would be difficult to imagine why I want to move to a server outside my jurisdiction. There are plenty of other English-speaking countries, and servers within those countries, to choose from. What I don't want (and what I found when vetting other servers in non-English-speaking countries) is legalese in a language I don't read or speak. That is my preference that I am allowed to have.

You really aren't adding any value here. If decent admins and medium-sized English-speaking servers don't exist, then I guess I do want hot ice and spherical pyramids. But, based on the recommendations I have received here, I think your version is the one with hot ice and spherical pyramids.
