He did, but in the context of introducing voter ID laws (making it harder to vote) and (fundamentalist) Christians often not coming out to vote.
So the implication here I assume is "we know you guys don't like to vote but once we fix the 'rigged' voting you can stay home, because under a 'fair' voting system we would win by huge margins anyway"

Matt Blaze posted a concordance of all the laws in all 50 states and my interpretation (and I am not a lawyer) is that the states have left themselves enough room to accommodate late changes to the ballots. At some point you have ballots printed and then there is a cost issue and I could see some states seeking to recover those costs from the party but again, not a lawyer.
