Agreement Details



In February this year, Israel’s communications ministry and Elon Musk’s company agreed on a series of measures to allow the use of the Starlink broadband internet service in the United Arab Emirates field hospital in Rafah, in the southern Gaza Strip. An essential demand from the Israeli side was that the service be used exclusively for humanitarian purposes and severely restricted for Hamas, which is recognised as a terrorist organisation in the US and the European Union.

As part of the approval, endorsed by Communications Minister Shlomo Karhi in February, Starlink will also be available in Israel, allowing Israelis to access broadband services during terrestrial outages.

United Arab Emirates Foreign Minister Sheikh Abdullah bin Zayed Al Nahyan, in a post on X, thanked the billionaire entrepreneur for supporting the UAE field hospital in Gaza, where many medical facilities have been destroyed in more than nine months of war.

Musk, in turn, responded with a message in Arabic that translates into English as “No thanks needed when doing my duty.”

Space X’s CEO first proposed Starlink for humanitarian organisations in Gaza in October, weeks after the Hamas attack in southern Israel. He met with Israeli Prime Minister Benjamin Netanyahu in Jerusalem late last year to get approval to use Starlink. The move drew sharp criticism from Israel over fears that Hamas could exploit it.

The field hospital was established in December on the orders of Sheikh Mohamed to help ease the significant strain on Gaza’s healthcare system and provide essential support to civilians caught in the crossfire. More than 48,700 injured Palestinians have been treated, and 1,773 surgeries have been performed since it became operational.

The hospital’s director, Dr Sultan Al Kaabi, said the Starlink service will enable real-time online medical consultations with patients. “We have added the service to cooperate with Emirati hospitals and specialists from different countries,” he said. “We get consultations for certain cases for which we don’t have specialisation here in Gaza to ensure the best treatment.”

The Situation With The Internet In Gaza Before



Gazans rely heavily on the Internet to communicate with each other and with non-governmental organisations. According to a local expert, Internet access dropped by 80-90 per cent in the weeks following the outbreak of the war.

Internet connectivity in Gaza is inferior due to the lack of electricity and fuel to run service provider centres due to Israel’s brutal offensive and siege of the enclave since 7 October. There have been repeated power cuts in the enclave since the war began. This has hampered the work of medical personnel and rescue teams and limited the work of hospitals and the Ministry of Health’s centralised system.

Where Is Starlink Internet Available Around The World?



According to a map on the Starlink website, Starlink satellite internet is officially available in most countries in Europe, North and South America, and other parts of the world, such as Japan, Nigeria, and Australia. However, the map of countries with service availability does not include any countries in the Middle East.

Starlink, which uses thousands of satellites in low Earth orbit to provide Internet access, is popular in many conflict zones.

A journalistic investigation in March this year revealed widespread examples of equipment being traded and activated illegally or without government authorisation in countries such as Yemen and Sudan.

The initiative in Gaza was announced as SpaceX is seeking an official distributor to operate a satellite internet service in Sudan. Volunteers and health workers have used Starlink to provide aid during the civil war that began last April. Humanitarian groups have urged Starlink to maintain its work in the country amid a nationwide internet outage that has hampered relief efforts.

Background



The Gaza war was sparked by a Hamas attack in southern Israel in which some 1,200 people were killed and another 250 taken hostage. In response, Israel launched an air and ground offensive and a blockade that has killed more than 39,000 people in the Hamas-run sector, according to health officials.

The latest news about offshore wind generation is creating plenty of debate (thanks to @ChrisMayLA6 & @christineburns for this morning's thread on the subject).

There have been several offshore wind farms close to my location, off the Essex & Suffolk coasts, for a few years and these are supported from a shore base in Harwich. That means skills & jobs.

We're also in a Freeport Zone that has done zero for the community so far but seems to want to claim credit for turning Harwich into a wind centre .... politics interfering in an established industry (again!)

The local factor is crucial. Ask the people of Hull and Aberdeen/Inverness! As a country we did a dreadful job when closing the pits — creating nothing in their place for a skilled workforce. In Aberdeen the wind industry is hoovering up skilled workers from the offshore oil industry, who have fantastic transferable skills to work in offshore wind. Hull too. We should be looking to do the same for the workers of Port Talbot as the UK steel industry dies.

The UK steel industry runs/ran on coal and blast furnaces, which are fundamentally incompatible with net zero and climate change. However, electric arc furnaces *are* viable as long as there's stable base load (they don't play well with renewable energy, which is intermittent). It's one medium-good argument for nuclear power, along with other continuous-process high energy industries (glass, semiconductors, chemical refineries).

Psychologically speaking, this period of US politics is a tug of war of what they call psychological reactance, which is that when a perceived freedom is being taken away, people tend to get extremely upset and will go to extremes to protect the freedom, as opposed to little reaction if they never had that freedom, it feels normal.

As the arc of history bent towards justice, increasingly in recent decades, the right perceived their freedoms (to discriminate, to rule, to be rewarded more highly for mediocrity, to be deferred to, etc), which led to them taking political power as their base became fired up.

And with that power, they increasingly took from us OUR hard won freedoms, many of them only recently won. (Freedom of expression, racial equities, sexual freedom, women’s rights, ending Roe, etc.)

Time will tell, but it sure seems like they took enough freedom from us to trigger *our* reactance, and that it’s going to be greater than theirs.

These people are really saying "I don't want to ban the lies of people I agree with" #Misinformation

The other point is the other end - whenever someone says "there is no evidence", treat that as a HUGE red flag. So, scientifically, you have gone and asked every single person in the world, and literally not a single person has any evidence for that? Yeah, nah. In fact often it relates to something I have direct experience with and I know there most definitely IS evidence. These people have a view to push, and they want to convince you they're right and not bother looking for yourself.

Where does AI research come from? This person got the 2,634 papers from the International Conference on Machine Learning (ICML) 2024 conference, extracted the "institutions" (universities, big companies, and AI startups), and used a 5-step geocoding algorithm to place them on a map.

The papers were downloaded from a site called OpenReview, the affiliations were extracted using a local LLM (gemma-2) from the first page of the PDF, the 5-stop geocoding algorithm uses Nominatim, a local LLM (ollama gemma-2) to verify, a Google search with the LLM parsing the results if the verification fails, and Google Maps paid API if nothing else works, and Python folium was used for creating the map.

What the map reveals is that AI research comes from the US, China, and Europe.

Within the US, it comes from California, the East coast, the Pacific Northwest, and to a lesser extent, the rest of the country. California contributes heavily from both the San Francisco Bay Area (Silicon Valley) and the LA area. The Pacific Northwest is predominantly the Seattle area. New York dominantes on the East Coast but Boston makes a considerable contribution. Various other cities like Austin, TX, Chicago, IL, Madison, WI, Atlanta, GA, and Washington, DC also register.

In China, it's pretty much all Beijing, Shanghai, and Shenzhen. The place names are in Chinese so if you want more, you'll need to read Chinese ;)

Seoul, South Korea, also contributes a lot. Tokyo, Japan also makes a significant contribution.

For Europe, London dominates, followed by Paris, and it looks like, Zurich, Switzerland, Munich, Germany, Amsterdam, in the Netherlands, Berlin, and some from various other places: Warsaw, Copenhagen, Stockholm.

Other notable places include Singapore, Israel, Belgaluru in India, and Australia (Sydney, Melbourne, and Brisbane). Canada has Montreal which is a significant contributor.

My state, Colorado, didn't make a very good showing -- only 3 papers, all from Boulder.

All in all, a pretty interesting map. I wonder what the numbering algorithm is -- it looks pretty smooth. You can zoom in and see contributions from all over the country, all over Europe, and around the world. You can zoom in on the hot spots like Silicon Valley and see where within the SF Bay Area contributions come from (Stanford, Berkeley, the city of SF itself where there are lots of startups, the San Jose region with the tech company heavy hitters, etc).
