It never could, it's a grift to take a percentage off the top until the ponzi scheme collopased under the weight of it's own actuarial failure.

The only question is in the timing. If insurance is needed, it means a whole bunch of building and zoning and failures have occurred.

I really love old-fashioned ornate theaters.

In the 70s, everyone got together to financially rescue the Fox Theater in Atlanta. It would have been a crime to let their famous ballrooms fall into disuse. Even the restrooms are a beautifully appointed experience.
